There's definitely a way to do it while coding with Ruby to where you could get the game to play an mp4 file. But a much simpler approach would be to use RPG Maker's native pictures feature. This involves 0 coding and you can create scenes that are reminiscent of videos and work pretty well. You can also use animated gifs as pictures, but these don't show up at first when you're selecting them from the menu.
