Why does the screen slowly flash yellow?

The whole map pulses yellow. Leaving doing a map transfer reveals that other maps do not flash, but returning to the original flashing map shows that the flashing continues on that map alone.

I've tried searching for this issue, but unfortunately the word "flash" coincides with the HM Flash and leads to bad results. Clearly its meant to communicate that something has gone wrong, I just don't know what. Likely a simple question that everyone knows the answer to. Someone help a guy out?

Do you have Intense Sun on this map on accident? It looks like when Groudon is awoken in Pokemon Ruby
