would you say its safe to just grab the entire Graphics folder and move it to the current essentials folder?

no, since v17 and v21,1 uses different image patch and every UI goes to to UI folder instead of Pictures folder
is better to just move them manually, but you still need to edit the scripts since some images changes the UI way too much, so i only recommend the Tilesets if you don't know Ruby enough yet to make the changes on every UI
