Polydactyl Pokemon - Use items like potions as held items in battle

Allows Pokemon to use a held healing item in battle! Name comes from people referring to polydactyl cats as having thumbs, in case you're wondering.

Currently in the plugin: All potion, Antidote, and Paralyze Heal.
currently, all potions activate below 50% hp.
Ripen doubles the effect of potions, which is insane, but funny to me. Will probably update it out, though.
Should be easy enough to update with other items.

current ideas for updates: Just add more already installed items, allow...
