Is there anyway to make Trainer AI Better For V21.1?

Hi guys,
I want to create a pokemon game which is more challenge.
I want Trainer AI switching a pokemon depend on type match up like pokemon radical red.
I tried to define SkillLevel and Flags in pbs file, but it didn't work.
Can someone guide me an idea how to do it?
