This is a move to help fast-moving weak-hitting Pokemon compete! Use this, and the user's Speed is used instead of the user's Attack for this move's calculations. I recommend editing an existing move tons of Pokemon already learn (perhaps Aerial Ace or Quick Attack?) to have this effect.
