PCD PN_DevIL - Take native control with the Developers Image Lib

-Can load almost any image file you want, GIF, PNG, JPG, Doom Wads.
-Access the raw pixels with ilGetData
-Get each frame of a GIF

Is required for PCD GifLoader 1.1
Depends on PCD PN_CLib
