does that also happen when you use the tm from the tm and registered item menu or party?

you either use a sun stone or a hisuian rock depending on your version of the game most versions have the hisuian rock

Dawn's supposed to appear between Regirock and Regice if you return to the Resort Area. I just made an update that makes Roark in Eterna a bit sooner so you can actually return there because I previously made him appear shortly after the point you were at.

I think you just need to sleep and mine the next day then.
