The color question at the beginning is just a final question to define your trainer class. It has no effect on the randomizer. Imo, for the first playthrough dont play a randomizer. But thats up to you.

Starters have a shiny chance of 1/20, so you can pretty easily retry to get one with a better nature. Normally you can get mints around gym 7, but you can choose one in the first pokemon center freely.

You can get it from a Hiker in the Slateburg Inn after you have beaten Aqua.
