According to this post by Jou from a while back, "Apparently, you just need to remove all numbers and dots from the name of the folder your game is stored in." Perhaps try renaming the folder from "HELL+GIRL v1.3" to simply "HELLGIRL" or any equivalent? Hope it works this time.

The one thing I noticed is a file called HELL+GIRL v1.3.rar in your folder but not mine... perhaps you can try deleting it and see if it runs the game properly (although I'm not certain if that will help)? If you haven't already tried it, you can delete your current folder and download the game...

You probably don't have the game.ini file in your game folder (the highlighted file in the picture below), when you should. Perhaps you might want to try re-downloading the game, and make sure that all its contents are extracted properly?
