That could possibly be your antivirus not letting the game run. Try disabling your antivirus for the game's folder.

Update: I'm uploading a new version, which only has the following fixes: Download: http://www.mediafire.com/file/swalj9kknexoovc/Pokémon+Villain+Jam.rar/file (As a sidenote, I'm keeping the old version's download, just in case the judges decide they'd rather play that version of the game.)
