It's a script that can be found here, but it currently is only compatible with v17 and v18 so if your project is using v19 it may not work (I haven't tested out in v19 so I don't know for sure)

The shiny odds are double the shiny odds of the modern games, it's 1 in 2048 and yes the starters can be shiny

The current version is up to the third gym, and there is a bug with the gym battles where if you lose you get the badge still, so I would recommend saving the game before battling gyms. That's been fixed as well for the next version.
