Dawn's supposed to appear between Regirock and Regice if you return to the Resort Area. I just made an update that makes Roark in Eterna a bit sooner so you can actually return there because I previously made him appear shortly after the point you were at.

roark should also be in eterna city to take you back there

at one of the not ice parts if you go down instead of to the side then you can get to the rocks that lead to it

You don't need anything special except the game itself.

That exp thing might just be from the level cap and the regirock room was supposed to be first. I didn't know where you were in the game.
