Hey! Thanks for playing! I'm going to guess you are playing on JoiPlay? This is not a bug in the game, so it must a problem with the system you are using or how you are playing the game.

Lapras is a time limited mission - head north of Lavender Town. If the Rocket Grunts are gone... you're out of luck! Not sure tbh but others have played it the game using JoiPlay. I don't use JoiPlay so I can't help further...
