I'm honestly surprised to hear that. This game looks like it has quite a bit going for it, and I would've imagined that you'd have found some help by now. That said, I might be able to help out, depending on what you need.

Having too many events on a single map is a known cause of lag, if that helps any.

That would make development about 100 times as hard. Considering that there's not much research and development in Gen IV+ ROM hacking, one would probably have to spend years researching it and making tools to hack it. Then there would be other issues, such as mapping. Gen IV and Gen V's maps...

Assuming that they're already scaled to be used with Pokemon Essentials, you could either downscale them so that they're 96x96 or there are these sprites, which are 64x64 already.

I haven't actually played Undertale. I saw Markiplier play it over the course of several streams some months back. It's a pretty cool game, I'd say. I like how the battles all work, it had some really good music, memorable characters, and there were some scenes in it that were just awesome...
