Cave encounters in Essentials supposed to occur anywhere the player steps in the map, it's not tied to a terrain tag like grass or surfing.

Your error message says Basculegion isn't defined in pokemon.txt, so you either missed adding the PBS file or you added something that overwrote the changes.
