Did you download all updates for the game? I just tested with a new save file and it works for me, this issue that you are relating used to be a bug on older versions but it got fixed already

do you have the item in your bag? it's called Cut Guide, it shouldn't be being held by a pokémon, just leave it in your bag and interact with the cut trees, if that's not working please tell me so I can fix it :)

Ur not supposed to make a pokemon hold it, just have it in ur bag and you will be fine
