What would happen if you let any Pokémon use any Mega Stone, and gain the stat-boosts thereof?
Smogon asked that question and made a metagame around it! This concept has since expanded to include all form-changing items such as the Primal Orbs, the Timespace Crystals, and the Rusted Armors (but not Ultranecrozium Z because it has two different base forms with different stats)
It's an interesting concept, so I made a plugin that allows you to apply this logic to your own game, without making a separate form for every individual combination of species and stone. It even works for non-Rayquaza mons that know Dragon Ascent(something Smogon doesn't allow, for balance reasons)!
It's fairly simple: just download the zip file, and plop its contents into your game's root folder.

Settings include:
- Which items should be considered "Mega Stones" even if not normally considered such (Smogon treats the Red/Blue Orbs, Rusted Sword/Shield, Adamant Crystal, Lustrous Globe, Griseous Core, and Ogerpon's Masks this way), as well as which Pokémon they should grab their data from.
- Whether the height and weight changes should be treated as multipliers (as I think makes sense) or as additives (as Smogon does)
- Whether a Smergle that qualifies for multiple Megas should get all the stat boosts, or just the item's.
- Whether the Rusted Sword/Shield should change the move Iron Head (to Behemoth Blade/Bash) on any Pokémon that holds the items.
- Whether Ogerpon's Masks should boost non-Ogerpon Pokémon's damaging moves (by 1.2)
- Whether Ogerpon's Masks should change non-Ogerpon Pokémon's abilities.
- The maximum number of Megas each user can have per battle, and whether the AI is immune to such limits.
- As well as arrays that can be used as banlists.
