Roamers join the party

Roaming pokemon will cry on maps they can be found on. They will be the only pokemon currently crying if they are on a map. (It will randomly select a roamer if more than one are on the same map)

Use CRY_ROAMERS to enable this feature. Else, set it to false to make it act as before.
