Ok now I remember where she was, and I got it completed thanks. It was a bit confusing too, coz in the quest log it mentions that it was discovered in Hollowpine City, and I looked all over there trying to remember where I got the quest from.

I put the H-Growlithe in my party and went to the Elderly woman but she has no response to it, leaving the quest "A Loyal Flame" incomplete. Just to be clear though, is she the one directly outside of the Hollowpine train station?
