Okay so I figured it out. It's not bugged. I figured I should put it here, in case anyone has the same struggle:

Funnily enough, I actually came here to ask if anyone knows how to get the Extra Mile on Zweilous. Is it possible that this case is bugged? It does a little loop after I finish treatment where I basically call in Scarlett twice. That's a little awkward, but I can finish the case just fine...

I'm currently trying for all Extra Miles, so let me see if I remember all the things you have to do (order might vary?)
